Six years ago, I inherited the PPE budget at our industrial site. I treated it like a spreadsheet exercise: compare two specs, take the lower number, move on. That changed after a September 2023 flash incident. The worker was okay, which is the point. He stood there shaking, not burned, and the shirt sleeve was melted. They ask “how much per unit?” The question that protects people and budgets is “what is this rated for, and what will it cost to keep it in service?”
The specification is the best sales receipt
In 2023, I gathered quotes from five vendors for a standard flame-resistant jacket. Vendor A quoted $96; Vendor B quoted $112. I was ready to buy from the cheaper vendor until our site safety rep asked to see the complete testing file for the garment. The cheap jacket had fabric-level test data, but nothing at the level of the entire product.
This is the piece most buyers never reach. The full garment gets evaluated as a unit—thread, zipper tape, hardware, and all. NFPA 2112 exists for exactly this reason, and you can verify the scope of the standard at nfpa.org. When a jacket also carries a hazard risk category rating, like Bulwark's FR CAT 2 line, that means it meets an arc flash protection threshold (CAT 2 = at least 8 cal/cm² under NFPA 70E). Everything is printed right there on the label. I don't have to dig for data sheets or call a rep to translate it. The clarity itself is a feature.
When you pick up an FR garment, train yourself to look for three things: the standard, the category, and the care instructions. If any of those are missing, the vendor is asking you to trust them on a promise, and “trust me” isn't a valid purchase order line.
The hidden cost of a bargain label
That flash incident wasn't our only warning sign. When we audited our inventory that fall, we found seven FR-labeled garments without a listed standard or test data. Seven items that were essentially a false sense of security. I don't have hard data on how common unverified FR gear is across the industry. What I can tell you is that our own six years of tracking pointed to a clear pattern: the cheaper the sticker, the thinner the paperwork.
By Q2 2024, we had pulled and replaced 38 jackets. The reorder ran about $8,400, not counting the administrative hours of checking labels and updating our system. Most buyers focus on the brand patch and the pocket layout and completely miss the compliance label. The question everyone asks is “does this look like a serious work jacket?” The question that matters is “what is this certified to do on a really bad day?”
Here's something that flips the usual assumption: people assume premium FR clothing is expensive because of the brand. Actually it's the opposite. The certified fabrics, the approved thread, the finished-garment testing—those are what drive cost. The causation runs from the manufacturing process to the price tag, not from the logo to the price tag.
The style trap: 1620 workwear, “Hey Dude work boots,” and the glasses vs. goggles rule
Part of why I originally bought bargain jackets is that they looked tough. The right color, the right pockets, the whole “I don't need anyone's help” workwear look. I see the same psychology in almost every category I buy: we pick gear that feels right in the hand and forget that the safety case is decided by a stamp on the inside.
Take heritage-style workwear. 1620 workwear gets well-deserved attention for build quality, and their canvas jackets and trousers are genuinely sturdy. But their core outerwear is not flame-resistant. If your site requires FR, that beautiful canvas jacket becomes a liability no matter how well it's constructed. I'm not knocking the company; I'm separating “quality” from “rating.” They're different specs, and you need the one that matches your hazard.
Boots run the same play. A crew lead asked me to approve what he called “Hey Dude work boots” last year. They're comfortable shoes—I own a pair for weekends—but they don't meet our requirement for a marked safety toe and a slip-resistant outsole under ASTM F2413 (current standards are published at astm.org). We directed the order to properly rated boots. He wasn't happy about it until we reminded him of a guy who wore running shoes on the floor and lost a toenail in an incident.
Safety glasses vs. goggles: the same logic, smaller price tag
You can't make the spec-over-style argument without touching the classic question: safety glasses vs goggles. Workers ask why we don't buy everyone the nicest-looking pair of glasses. The answer is what the hazard demands. Safety glasses handle impact protection for most of our floor, but they don't form a seal. Goggles do, which is why they're the correct choice for grinding and chemical tasks. They might look interchangeable to someone who never thought about it. They're a different piece of equipment once you know how the face needs to be protected.
This system worked for us because our hazard profile is consistent. If your site moves between different hazards every week, your mix of eye protection, FR layers, and footwear will be different. Ask the rating question on each item regardless.
The pushback I usually hear
“So you'd rather spend more money.” Honestly, I was that guy. I argued for cheap FR for years, and the numbers still make me wince. A $16 per-unit premium on 38 jackets would have been $608. Replacing the failed cheap ones cost us $8,400 plus labor and paperwork. The sticker-price “savings” vanished inside one service cycle. A vendor who shows the true requirements and the true cost up front has never hurt me as badly as a vendor who sells the same promise for less and hides the difference. When the price looks too clean, the details are somewhere else.
“All FR clothing is basically the same.” No. A jacket is a system of materials assembled and tested together; if the supplier can't tell you what the thread or hardware meets, that's a supply-chain problem, not a marketing problem.
“We haven't had an incident—why would we pay for more?” You buy PPE the same way you buy insurance: to make the bad day less likely and less terrible. As of January 2025, our site spec requires NFPA 2112 plus a CAT 2 rating for all FR outerwear. I'm not claiming that makes anyone invincible. It does mean the odds are stacked in their favor.
Where I land
I didn't set out to write a brand endorsement, and this hasn't been a commercial.
